THE INDIAN QUESTION.

From The North American Review, April, 1873. This document also includes an essay titled "Indian Citizenship," and another essay titled "An Account of the Tribes." The writer discusses what is "best" for America, though his belief in the "inferiority" of the "Indians" certainly biased his opinions. I make no apology for him: he was a man of his time and place and his ignorance and knowledge reflects his period and his peers.

In the USA government's attempt to "civilize" the American Indians, much thought was also given to how much work the American Indians could perform in the free market labor force. American Indians were to be taxed, and those who did not pay taxes were not considered citizens; this law was at the time being reconsidered, with making even untaxed American Indians citizens--- which would mean they may no longer make treaties with the USA government.
